Program Overview

To comply with the 9050 permit requirements under Vermont’s 3-Acre Rule, many public schools with three or more acres of impervious surfaces (e.g., rooftops, parking lots) are required to add stormwater best management practices to their properties to help capture, slow, and filter stormwater runoff. These retrofits are designed to limit the amount of polluted stormwater runoff flowing into local waterways

Greenprint is working alongside the Lake Champlain Sea Grant to administer this program to help schools meet compliance requirements. During Phase 1, Greenprint Partners worked alongside the Lake Champlain Sea Grant to help participating schools obtain permit coverage under the State’s Stormwater General Permit 3-9050. Upon achieving compliance, schools are issued a Notice of Intent (NOI.)

We are now in Phase 2 of the Vermont Green Schools Initiative.

Phase 2-Project Implementation

During Phase 2, Greenprint is helping schools implement the planned improvements developed under Phase 1. The NOI provides a five-year timeframe for schools to construct the approved stormwater management practices, however, it’s the goal of the Green Schools Initiative to construct the stormwater management practices before the end of 2026.

ELIGIBILITY

To be eligible for Phase 2 assistance, schools must be:

  • Located within the Lake Memphremagog or Lake Champlain watershed, and

  • Have 9050 permit (NOI) approved or submitted prior to November 15, 2023.

PHASE 2 PROCESS OVERVIEW

The Vermont DEC has secured over $15M in construction funding, which will support a significant number of impacted schools, but may not be sufficient to support construction at all of the eligible schools. Given the uncertainty of the total cost of Phase 2 for all impacted schools, funding will be prioritized according to a set of criteria including permit obtainment and commitment to meet the leveraged funds requirement — please see the Leveraged Funds Requirement to learn more.

The process below reflects 2023/2024 project timelines. These steps will be repeated for projects through the 2026 construction season provided funds are still available.
