To protect Vermont’s lakes and reduce phosphorus pollution — a key driver of harmful algae blooms and poor water quality — the state enacted the Vermont Clean Water Act. A central provision, the 3-Acre Permit, requires properties with three or more acres of hard surfaces to install systems that better manage stormwater runoff. This affects many manufactured housing communities (MHCs) in Western Vermont.
Greenprint was selected by the Vermont Department of Environmental Conservation to lead the 3-Acre Manufactured Housing Communities Initiative. In partnership with the Champlain Valley Office of Economic Opportunity, Greenprint is managing construction funding and providing technical assistance to help MHCs comply with permit requirements while easing cost and coordination burdens on residents.
Throughout the program, Greenprint will guide over a dozen manufactured housing communities through every phase of the stormwater improvement construction process. This includes selecting and managing engineering and construction contractors, coordinating project timelines, and communicating directly with residents through webinars, open houses and one-on-one support. This work supports Vermont’s clean water goals and helps create healthier, more resilient communities.
