- Strategic Communications + Engagement – We conduct discovery processes that inform research-based communications strategies and tailored messaging, design and facilitate collaborative meetings and workshops, and engage directly with communities to ensure resident priorities and diverse voices shape project planning.
- Sustainability – We connect broader policies and requirements to specific program goals, creating strategic pathways for sustainable outcomes. Our team has expertise in planning for Envision certification and supporting the third-party project review process.

Meet the Team
Leading this practice is Kirsten Hauge, who brings more than 20 years of experience helping public agencies strengthen programs, build capacity and deliver community benefits. Kirsten has guided organizations through complex transformations — from developing a strategic statewide framework to modernize project delivery to reimagining how agencies approach community engagement.

- Saba Rahman, ENV SP - Saba is skilled in collaborative strategic planning, climate action planning, public-sector partnership building, community engagement and program management.
- Tiffany Sevilla, PE - Tiffany leads capacity building programs in communities on the frontline of climate impacts and advises on equity strategies for King County’s largest water infrastructure investments.
- Laurel Wolf - Laurel has extensive experience in strategic planning, cross-sector collaboration and designing inclusive, community-centered programs for public sector clients.
